Seaside quality of life next to the capital

Living and investing in the Setúbal district: why it's one of the best choices in Europe

View properties

The Setúbal district is, arguably, Greater Lisbon's best-kept secret. Set right against the capital, across the Tagus, it combines some of Portugal's most breathtaking landscapes — the Arrábida mountains, Comporta, Tróia — with a strong industrial economy and a fast-appreciating property market. It is the region where seaside quality of life meets the proximity of a major capital. These are the reasons that make it such a strong choice to live in and to invest in.

01

An award-winning, internationally recognised region

The Setúbal district's reputation is written into its very landscapes. The Bay of Setúbal is a member of the exclusive Club of the Most Beautiful Bays in the World, and the Serra da Arrábida — with its limestone cliffs descending over turquoise waters — is a UNESCO Biosphere Reserve, one of the country's most valuable ecosystems. The district is also a record-holder for beach quality: in 2026 it counted dozens of beaches with the “Gold Quality” seal, across Arrábida, Almada and the Grândola strip (Comporta, Carvalhal, Melides, Tróia). Gastronomy and heritage add further layers of identity — from Setúbal's fried cuttlefish to the Moscatel wine of Azeitão and the region's award-winning villages. It is a territory that brings together, within a very short radius, world-class protected nature and a genuinely Portuguese art of living well.

Daily life in the Setúbal district: life on a human scale

Living in the Setúbal district means living between sea, mountains and river — just minutes from Lisbon. On one side, the Setúbal Peninsula, with Almada, Seixal, Sesimbra and the city of Setúbal, offers city, beach and mountains on the same horizon; on the other, to the south, the Tróia Peninsula and Comporta open up, with their pine forests, rice fields and endless beaches, today one of Europe's most sought-after luxury destinations. The lifestyle is relaxed and outdoors, with a strong maritime culture — from the dolphins of the Sado estuary to the marinas and fishing ports. Proximity to the capital gives access to everything a major city offers, but at a calmer pace and with a more competitive cost of living. On top of this, Portugal consistently ranks among the safest countries in the world. It is a rare lifestyle: coastal, serene and a step away from Lisbon.

03

Education: higher education and links to industry

For those relocating with a family — or investing with their children's future in mind — the Setúbal district offers a solid educational offering and strong links to the business fabric. Higher education is led by the Polytechnic Institute of Setúbal (the Polytechnic University of Setúbal), with around 5,700 students and schools in areas such as engineering and technology, business sciences, education and health, spread across Setúbal and Barreiro. Teaching has a strong practical component and close proximity to companies — it is no coincidence that many of its graduates go on to careers in the region's industrial hubs, such as Volkswagen Autoeuropa in Palmela, one of the country's largest employers and exporters. Alongside this, proximity to Lisbon puts the capital's entire university offering within easy reach. For an investor, a region with technical education tied to industry means qualified employment, stable housing demand and a dynamic local economy.

04

Transport: getting around the district (and beyond)

The Setúbal district's location, between Lisbon and the south, is one of its greatest assets. The two Tagus crossings — the 25 de Abril Bridge and the Vasco da Gama Bridge — link the south bank to the capital, complemented by a rail network, the Fertagus line and a regular river service across the Tagus, widely used by those who work in Lisbon and live on the south bank. The motorway network (A2, A12, A33) provides quick access to Lisbon's airport, the Algarve and the Alentejo, and the Sado ferry crossing links Setúbal to Tróia in a few minutes. This combination makes the district one of the best-connected territories in the country — close to everything, yet with the serenity of the south bank.

05

Healthcare: a benchmark public and private network

Portugal has one of the best healthcare systems in Europe, with a National Health Service (SNS) offering universal access and a life expectancy above the European average. In the Setúbal district, the public network is organised around the region's main hospitals, notably those in Setúbal, Almada and Barreiro, complemented by an extensive network of health centres. Alongside the public system, proximity to Lisbon puts some of the country's largest hospitals and clinical research centres within reach, as well as a modern and expanding private network, often with multilingual service. This combination — reinforced by the climate, the sea and a healthy lifestyle — makes the district one of the best places in the country to live well at every stage of life.

06

What's planned through 2030 (and beyond)

What makes the Setúbal district particularly compelling for investment is that the region concentrates some of the country's largest structural projects — which will transform it profoundly over the coming decade. The biggest of all is Lisbon's new international airport, the Luís de Camões Airport, which will be located precisely in the district, at the Alcochete site, scheduled to open between 2034 and 2037 with capacity for 45 million passengers: an economic engine that will place the south bank at the centre of the country's new geography of access (timelines subject to licensing). In addition, the future Third Tagus Crossing — a new road-and-rail link between Lisbon and the south bank, integrated into the Lisbon–Madrid high-speed line — will further strengthen the district's connection to the capital and to Europe. At the same time, Comporta and the coastline are consolidating as one of the country's most dynamic hubs for luxury investment and tourism. For the investor, the message is clear: few regions in Europe bring together so many value catalysts at once, and investing today means positioning yourself before much of this potential is reflected in prices.
